The Director of Policy will lead and manage the NAPF Policy Team, heading up the policy development, research and thought leadership across the range of pensions and institutional investment issues.
Post-election, the pensions and investment policy agenda will very busy. Public sector pensions will be a major political issue; further changes to the taxation of pensions may be likely; the implementation of the 2012 pension reforms (NEST and auto-enrolment) will move forward to completion; the EU will publish a pensions green paper; pension funds will continue to come under pressure to raise their own standards of governance and be good corporate citizens. The NAPF will be expected to engage intelligently in all these debates and more.
All this comes against a backdrop of 12 million people either not saving, or not saving enough for retirement. The NAPF will therefore also need to take a lead in pro-actively shaping the pensions agenda, whether completing its review of pensions accounting standards or promoting, and gathering support for, its longer term ‘vision for pensions', including reform of state and occupational pensions.
The Policy Team currently comprises 7 people (in addition to the Director of Policy):
- 3 senior policy advisers
- 2 policy advisers
- 1 senior researcher
- 1 Pension Quality Mark manager
- 1 PA (who also works for the Chief Executive)
The Director of Policy is part of the Senior Management Team at the NAPF. In addition to the Chief Executive and Director of Policy, this includes the Director of Operations and Commercial Director. The Director of Policy is an Executive Director of the company and serves on the NAPF Board.

Reporting to the Director of Policy, the successful candidate will undertake and manage the organisation's research programme with key responsibilities including producing well written, policy focussed research reports across a wide range of pensions and investment issues.
These reports will range from a sector leading in-depth Annual Survey, policy reports on topical issues, briefing papers, accessible media articles, short web polls and producing the organisation's bi-weekly policy and research newsletter.
Other responsibilities will include managing externally commissioned research projects, providing analytical support to the CEO and Director of Policy, developing effective working relationships with other stakeholders and working closely with the Policy, Media and Membership teams.
The successful candidate will have:
- Sound experience of policy-related research, preferably in the area of pensions, financial services or social policy, and probably gained in a public policy environment eg. a trade association, a Government department, a think tank, or Parliament
- Proven quantitative and qualitative research skills with a good familiarity with SPSS and Excel
- Excellent written and oral communication skills
- The ability to produce both in-depth analytically strong research papers for consideration by Ministers and to communicate complicated information in an easy to understand format for use with the media
- The capacity to work both independently, taking forward original ideas, and as part of a small team, and the flexibility to handle a number of issues simultaneously

Salary circa £35,000

The NAPF is seeking to recruit an additional policy adviser to work on corporate governance and investment issues alongside the existing team. In addition to policy work the role entails advice on the practical application of governance codes, at a time of considerable change for pension funds.
The role will report jointly to the Director of Policy and Head of Corporate Governance.
